The Constitutional Court of Moscow says that the ruling of December 1, 2005 allows adjustments to the Chechen-Ingush border only if both republics reach a compromise. The Russian Constitution says that the Federation Council approves border changes of regions, Interfax reports.
The federal law of October 6, 1999, says that federal structures are not responsible for the changes of borders of regions.
Chechen Leader Ramzan Kadyrov said on Tuesday that he had documents proving that the Sunzhenskaya and Malgobekskaya Districts belong to Chechnya, merged in 1934. He expressed surprise that Ingush Leader Yunus-Bek Yevkurov demanded the districts.
Grozny will prepare documents for January 1, 2013, to set the borders.
