Former UN Secretary General Kofi Annan believes that military assistance for just one side of the Syrian conflict will aggravate the situation. He said at the Brookings Institute in Washington that the only solution is a political decision.
Annan reminded that a meeting permanent members of the UN Security Council, Iraq, Qatar and Kuwait met in Geneva on June 30 during when he was a special envoy of the UN and LAS. The sides agreed to search for a political solution for the crisis.
The former UN head hoped that they would return to New York to focus on political settlement of the problem, but they preferred article 7 of the UN Charter. Russia and China were opposed to reference to the article.
The resolution proposed for Syria gives observers 45 days for monitoring and passes sanctions against Damascus. Agreements reached in June are considered to be the main instrument to settle the conflict. They end violence, give full access to humanitarian aid in Syria, access to media and initiate a political dialogue of the sides of conflict.
