Russian president proposes bill punishing illegal residents

Russian President Vladimir Putin has introduced a bill to the parliament to set harsher punishments for violators of residence registry and foreigners with temporary residence, RIA Novosti reports.

The bill will prevent cases when large groups of people are registered in one apartment. There were over 6400 such case in 2011 with about 300,000 people registered.

People giving false registry information will be fined with 100,000-500,000 rubles or obligatory work or conviction for up to 3 years, the bill says.

False registry acts will be punished with a fine of 2,000-3,000 rubles for the violators, 2,000-5,000 rubles for house owners, 250,000-750,000 rubles for legal bodies. Such violations in Moscow and Saint-Petersburg will punished with fines of 3,000-5,000 rubles for the violators, 5,000-7,000 rubles for house owners, 300,000-800,000 rubles for legal bodies.

Violation of notification terms of registry offices by house owners will be punished with a fine of 2,000-3,000 rubles, 4,000-7,000 rubles in cases of legal bodies. The fines in Moscow and Saint-Petersburg will be set at up to 5,000 rubles and 10,000 rubles respectively.

Officials responsible for registry will be fined with 5,000 rubles for violating the rules.
