The head of the Russian Council of Muftis, Sheikh Ravil Gaynutdin, says he supports the draft law on insulting religious feelings, which will toughen punishments for those who offend believers.
"This will prevent 'artistic expression' of those who would like to defile mosques, churches and synagogues," the spiritual leader said.
The draft law on insulting religious feelings was suggested after punk band Pussy Riot held a performance in the Christ the Saviour Cathedral.
Members of the band were protesting against the Church's interference in social life and Vladimir Putin's authoritarian regime, but for many their action was an act of sacrilege. Three members of the band were found guilty of promoting inter-faith hatred and sentenced to two years in prison by a Russian court.
The draft law is being vehemently criticized by the Russian opposition and human rights activists as violating freedom of speech.
