Legal Committee of the Georgian Parliament today began its consideration of amendments to the Constitution that relate to restrictions on the right to appoint cabinet in case of the dissolution of Parliament.
Amendments may give the president the right to dissolve parliament at any time, that the current version of the constitution prohibited. However, the president would not be allowed to send the government to resign without the consent of Parliament.
So, the president would not be able to appoint the Prime Minister after the dissolution of Parliament, that thrice expresses distrust to the government proposed by the President. This will keep former cabinet ministers led by the prime minister, who had previously been dismissed.
Amendments to the constitution are still a subject of controversy between the parliamentary majority represented by the winning coalition in the October elections "Georgian Dream" and the presidential opposiion "United National Movement". "Georgian Dream" does not have enough votes to approve the constitutional amendments, since they are approved with the consent of at least two-thirds majority (100 out of 150 in parliament), and they have 83 mandates.
