Stanislav Ivanov, a senior scientist of the Institute for Oriental Studies of the RAS, said that prosperity of the North Caucasus and its transition from donation-receiving to donation-granting region may become a model for the country.
Ivanov said that the North Caucasus needed development of industry, infrastructure, roads, bridges, schools, hospitals. Taxes should be lowered or redistributed. Funds of local businessmen spent on foreign football players, Moscow markets, Europe could be spent on local industry.
The expert called Ramazan Abdulatipov an honest man and expressed hope for more such people in the government. He noted that Ramzan Kadyrov was doing a lot too. Ivanov said that the problem was that entrepreneurs were paying taxes in Moscow and Saint Petersburg. Such problem is peculiar in the Far East, Urengoy, Tyumen, Kaliningrad.
He said that Russia could use the experience of Iraq. Kurdistan gets 17% of income from oil sales of the whole country. Russian resources can be used proportionally to help the North Caucasus develop.
