Igor Bogdanov at the beginning of the meeting stated that the elections were fair and transparent and announced statistics that 25 regional observation points received information about 1317 alleged violations in 41 regions of Russia.

Leonid Polyakov drew attention to the fact that the participation of public election observers should be considered in the context of civil liberties in the country.
