Kremlin applies Dagestani experience to Stavropol Territory

Russian President Vladimir Putin has told Vladimir Vladimirov, Deputy Governor of the Yamalo-Nenets Autonomous District, that he has been appointed Governor of Stavropol Territory, replacing Governor Valery Zerenkov.

Alexey Mukhin, Director of the Center for Political Information, said that Stavropol Territory had become a region where local elites were unable to find solutions to situations of disagreements between groups, so they appointed an outsider to balance the disputes between clans.

The expert reminded that the situation had deteriorated despite the fact that Stavropol Territory was an agricultural and healthcare center. This makes the region donation-receiving, as opposed to the plans of the federal authorities. Vladimirov has proven himself to be an efficient administrator.

Maksim Shevchenko, a member of the Russian Presidential Council for Interethnic Relations, believes that the Kremlin was trying to implement the practice of transit of political and regional authorities to the Caucasus where they lack ties with local clans. The Yamalo-Nenets Autonomous District had positive infrastructure developments, the expert reminded. He expressed hope that Vladimirov would put the Stavropol Territory in the concept of development of the North Caucasus to boost its economy, socio-economic, strategic and other fields of progress.
