Kurdish militants vow no first attacks

Murat Karayilan, acting leader of the Kurdistan Workers’ Party (PKK), said that members of the party will violate the cease-fire only if Turkish law enforcers do so.

The official reiterated that the PKK had concluded its withdrawal from Turkey.

Karayilan criticized the reforms proposed by Turkish Prime Minister Recep Tayyip Erdogan and believes that they need major legislative and constitutional changes in order to help resolve the Kurdish conflict. He noted that Turkey was busy building new gendarmerie and police stations on the border.

The PKK acting leader said that Ankara should attract independent observers, initiate major reforms and improve the detention conditions of PKK leader Abdullah Ocalan.
