Azerbaijan is marking Constitution Day. The first Constitution of Azerbaijan was adopted by the first All-Azerbaijani Congress of Soviets on May 19, 1921. A new version of the Constitution was passed at the fourth All-Azerbaijani Congress of Soviets on March 14, 1925. The next Constitution was passed on April 21, 1978. The Constitution of independent Azerbaijan was adopted at a referendum on November 12, 1995.
Azerbaijani National Leader Heydar Aliyev won the elections of October 3, 1998, with 98.8% of votes. A special commission was formed to develop a new Constitution, which was adopted in 1995.
The Azerbaijani Constitution has 15 sections, 15 chapters and 158 articles. In it, Azerbaijan is named as a democratic, legal, secular and unitary republic. The power is split into executive, legislative and judicial. The president has the executive power and is elected for 5 years.
The Constitutional Court was established on July 14, 1998.
The Constitution Day was set on February 6, 1996. It was given as a day off until 2006.
Amendments to the Constitution were passed in August 2002.
