Economic expert predicts no breakthroughs at Vilnius summit

Sergey Karaganov, Dean of the World Economy and Politics Faculty at the NRU of the HSE, said that the results of the Vilnius summit of the Eastern Partnership starting in two weeks were hard to predict. However, the expert is confident that it will end up bad for Ukraine. He believes that the country will not get the association status from the EU, although even if it does, Russia will give a harsh response.

Karaganov noted, commenting on the index of Russian development in 2012/2013 presented at the Valdai International Discussion Club, that the report contained a very pessimistic attitude towards Russia from both its population and foreign states.

The expert assumed that the country could be consolidated by clear and understandable national projects and, most importantly, by a national strategy that had not been developed. He said that it would have been better if foreigners had a better evaluation of Russia than it really was, so that it would attract investments, ease humanitarian problems, such as the visa regime. Karaganov sees the main problem in the fact that the Russian elite was passing the pessimistic view to other parts of the world.
