A commission of the Russian Presidential Council on Human Rights said that foreigners employed in Russia for short terms did not need to know the country’s history and modern laws for efficient work. Thus, the idea of obligatory exams on history and law should not be imposed.
The commission explained that knowledge of the law was insufficient and would still require help of a lawyer to protect one’s rights. The only thing migrants should know is the language.
The commission proposed reduction of tensions in the migration field. It believes that an effective system of punishments for violations would make migrants more competent in law issues.
