The lower chamber of the Kazakh parliament approved the new police bill in the second reading. Nurlan Abdirov, a member of the committee for legislature and court reform, said that one of the main goals of the bill was to put the police under public control, ITAR-TASS reports.
According to the document, public councils will be formed at the central office of the Interior Ministry and regional departments. Interior Minister Kalmukhanbet Kasymov noted that the document enforces respect of human rights, transparency, publicity, cooperation with the civil society, mass media.
The police are obliged to warn people before using weapons.
The parliament passed amendments to other related laws. Traumatic weapons were banned for people with records of terrorism, extremism and organized crime.
