The INF treaty signed by Ronald Reagan and Mikhail Gorbachev forbids such tests.US experts believe that Russian specialists were developing a medium-range missile under the cover of inter-continental ballistic missiles.According to the INF, the sides should not deploy ground ballistic and cruise missile with a range of 500-5,500km.
