Sevastopol City Council has proclaimed itself a subject of Russia and encouraged Crimea to hold a referendum on March 16, 2014, to merge with Russia, Interfax reports.
The decision was made according to the European Charter of Self-Government, Articles 38 and 69 of the Ukrainian Constitution, Article 1 of the International Covenant on Economic, Social and Cultural Rights, Article 1 of the International Covenant on Civil and Political Rights and Articles 7 and 26 of the Ukrainian law on local self-governance.
