Oleksandr Turchynov, speaker of the Ukrainian parliament and acting president of the country, has signed the bill on the rights and freedoms and the legal regime of the temporarily-occupied territory of Ukraine, ITAR-TASS reports.
The bill was passed on April 15. It declares Crimea and Sevastopol to be occupied territories. Their territorial waters were given the same status. The document allows citizens with Ukrainian passports but without residency in Crimea to cross the border freely. Kiev does not recognize the granting of Russian citizenship on the peninsula.
