Obama Administration's Nuclear Doctrine

The long awaited revised nuclear doctrine is announced in the USA.

For the first time in US history, a nuclear doctrine puts the
prevention of nuclear terrorism and proliferation of nuclear weapons
above the interests of the national nuclear program, RIA Novosti
reports in a review of the document, officially presented on Tuesday
by Secretary of State Hillary Clinton, Energy Minister Steven Chu, and
the head of the Joint Chiefs of Staff, Mike Mullen. There are specific
measures to strengthen the nuclear non-proliferation regime and the
safety of nuclear materials.

The nuclear doctrine is a document which each administration must
present to Congress. The Obama administration submitted it later than
had been announced. Eventually the document appeared, a few days prior
to the Washington nuclear safety summit and two days prior to the
signing of the SNV treaty.

U.S. State Secretary Hillary Clinton informed the Russian Minister for
Foreign Affairs, Sergei Lavrov, about the core statements of the
doctrine.

The telephone conversations between Clinton and Lavrov were initiated
by the American side.

"The program of the Russian-US summit, which will take place in Prague
on April 8, as well as various aspects of the activity of the
bilateral presidential commission were discussed," - it was reported
by MFA.

"The United States will not use or threaten to use nuclear weapons
against non-nuclear weapons states that are party to the Nuclear
Non-Proliferation Treaty and in compliance with their nuclear
non-proliferation obligations," - it is stated in the doctrine -
"Nuclear weapons play a critical role in the defense capabilities of
the United States, its allies and friends. They provide credible
military options to deter a wide range of threats, including WMD and
large-scale conventional military force".

While reducing the role of nuclear weapons, the USA plans to develop
non-nuclear weapons, including PRO, claimed U.S. Defense Secretary
Robert Geits. He also confirmed that the United States will continue
negotiations on further nuclear weapons cuts with Russia.
