Ukrainian President Petro Poroshenko has proposed constitutional amendments to decentralize the government and pass part of the presidential authority to the parliament. The document was sent to the Venice Commission for study. Implementation of the amendments would mean closing down state administrations and distribution of their authority among executive committees to manage regional budgets, socio-economic developments, law enforcement and protection of rights.
A presidential plenipotentiary envoy will be appointed for every region. The envoy will monitor enforcement of the law and coordination of executive committees. The envoy will have the right to veto the decisions of local governments.
The president will be authorized to dismissed the prosecutor general, heads of the Ukrainian Security Service and the National Bank. The impeachment procedure will be simplified. At least 150 parliamentary votes will need to be given to start the impeachment process and 300 to dismiss the president. The president will lose the authority to appoint judges and introduction of candidates to head the Defense Ministry and the Foreign Ministry.
The prime minister will be appointed on approval of the majority of parliament. The majority will be formed by MPs alone, not factions. The president will be allowed to dissolve the parliament if it fails to form a government in 60 days.
The parliament will be authorized to declare a state of emergency, deploy troops, form and close down courts and change administrative borders.
Oleh Tyahnybok, an MP, told ITAR-TASS that the parliament was ordered to present amendments to bills by the end of the day. Poroshenko recommended legislators to approve an amnesty for separatists in the eastern part of the country at the next plenary session. Moreover, he proposed a new bill on elections using a proportional system, formation of a new CEC and a National Council for TV and Radio Broadcasting.
