No documents have been signed or major declarations made at the meeting of the Customs Union (CU), Ukraine and the European Union (EU) at the meeting in Minsk. Russian President Vladimir Putin expressed satisfaction with multilateral and bilateral talks, his Ukrainian counterpart Petro Poroshenko noted potential for further negotiations in the trilateral format.
Vladimir Lepekhin, the director general of the EurAsEC Institute, clarified that Russia was expressing readiness for dialogue. In his opinion, it is important that the Customs Union became a subject of the negotiations with Ukraine and the EU. He expressed regret that the U.S. did not join the talks.
Alexander Gushchin, deputy head of the sub-department for CIS countries at the RSUH, agreed that the interest of the EU in negotiations with the Customs Union was one of the key results of the summit. He stressed that there the elites of Belarus and Kazakhstan were showing reluctance to be on bad terms with Russia and the West.
Vladimir Zharikhin, deputy director of the Institute of CIS Countries, expressed confidence that the Minsk meeting would benefit Petro Poroshenko. He noted that politics and economics were tied together at the meetings. Ukraine, EU, Russia, Kazakhstan and Belarus will have to make a choice, the expert supposes.
Yulia Yakusheva, the executive director of the North-South Center for Political Analysis, noted that Presidents Nursultan Nazarbyev (Kazakhstan) and Alexander Lukashenko (Belarus) will have hard times manoeuvring between the foreign policy of the West and Russia.
Denis Denisov, the director of the Ukrainian branch of the Institute of CIS Countries, said that there was progress in Russian-Ukrainian relations but Poroshenko’s plan was not welcome for discussions. In his words, progress on the gas issue provided a positive impetus to the situation. He reminded that Yatsenyuk’s opinion will affect the negotiations in September.

The expert reminded that EU Chief Diplomat Catherine Ashton had been the leader of degrading Russia in spring and had become more peaceful yesterday.
