Dagestani legislators have passed a bill on municipal elections at the 39th session of parliament, cancelling direct elections of municipalities. 80 out of 82 lawmakers voted for the bill. Justice Minister Arsen Gasanov said that elections of MPs as heads of municipalities would save budget expenses, protect the interests of the population, boost professionalism, encourage staff rotation and reduce tensions, the parliament’s website reports.
CPRF member Mahmoud Mahmoudov spoke out against the bill and said that municipal elections should be put back into the legal stream. Magomed Magomedov, a member of the committee for legislature, legality and state construction, called the bill a shift away from democratic principles and proposed a referendum.
Dagestani Leader Ramazan Abdulatipov stated at the session that the bill will improve control over heads of municipalities, emphasizing that direct elections were putting many districts and cities under control of people engaged in personal affairs.
The bill was introduced and discussed in the Dagestani parliament on September 8. Bagadur Abasov, the head of the local self-governance committee, noted that the bill was developed to harmonize the republican and the federal laws. Mukhtar Pashayev, the head of a directorate of the Dagestani Justice Ministry, said that heads of municipalities will keep their posts and will introduce amendments to municipal charters after adoption of the new law.
