Georgian Parliament votes for draft of new Constitution in second reading.
By 125 votes 4, the Georgian parliament today accepted the second
reading of the draft of the new Constitution, Trend reports.
According to the Georgian Minister of Justice, Zurab Adeishvili, the
updated document contains recommendations that were made during the
first reading and were found to be rational. The new edition limits
the privileges of the president, depriving him of legislative
initiative. According to the new constitution, the president cannot
hold office in a political party, although he can be a party member.
One of the main issues of the discussions was the declaration of a
no-confidence vote in the government by parliament. As a result,
declared David Bakradze, the majority and the opposition agreed on two
points. The first was that the expression of a no-confidence vote in
the government should be reduced to 20 days. According to the second
point, in 2012 the parliament will express a vote of confidence in the
government, in accordance with the current Constitution, despite the
fact that the current Constitution does not require re-expression of a
parliamentary vote of confidence in the government.
Georgia's new constitution enters into force on 1 December 2013, after
the next presidential election is held in October of that year.
