Russian President Vladimir Putin, French President Francois Hollande and German Chancellor Angela Merkel have started closed-door talks in Moscow. Putin’s Aide Yuri Ushakov expressed the president’s readiness for constructive talks. According to leaks from Ukrainian President Petro Poroshenko, with whom Merkel and Hollande had met yesterday, one of the ideas is to ceasefire analogically to the Transnistria variant. Spokesman of the Ukrainian Foreign Ministry Yevgeniy Perebiynis clarified that there was another peace plan based on the Minsk Agreements.
Sergey Mikheyev, deputy head of the Editorial Council of Vestnik Kavkaza, the director general of the Institute for Caspian Cooperation, said that Hollande and Merkel’s visit was not a new negotiation format, it was just an offer to deliver a new peace plan. He assured that U.S. Secretary of State John Kerry’s skipping the visit to Moscow was not a sign of breach between the U.S. and Europe.
Alexander Gusev, the head of the Center for Strategic Development of CIS Countries of the RS Institute of Europe, noted that any format of negotiations was essential. He is adamant that Hollande and Merkel’s visit to Moscow would have a positive effect and freeze the conflict. The expert added that the urgency of the visit was a reaction to surrounding of the largest Ukrainian military group at Debaltseve.
Gusev confirmed that the positions of Hollande and Merkel were aligned with the U.S. The visit itself, opines the expert, was initiated by Americans and the leaders of France and Germany would pursue a common goal with President Barack Obama.
