Chechen Leader Ramzan Kadyrov said that he would pardon most jailed militants for surrendering voluntarily, Interfax reports.
Kadyrov reminded that international terrorism had been developing for over 10 years and is winning the ideological war. He admitted that he could have joined militants himself, if his father were not Akhmat-Haji.
The Chechen leader expressed readiness to support the emir of the republic’s plains, Zelimkhan Magomadov, who surrendered yesterday. Over 7,000 militants gave up, according to Kadyrov.
The Chechen leader had spoken out against an amnesty on Twitter on December 26, 2014.
