VK editor Vlasov says Nagorno-Karabakh document may be signed at OSCE Astana summit

Well-known Russia political analysts and Vestnik Kavkaza
editor-in-chief Alexey Vlasov does not exclude the possibility of
signing of a document on Nagorno-Karabakh at the OSCE summit in
Astana, he said in Baku on Thursday, Trend reports.


Vlasov is taking part in a round table on the topic 'The role of
parliament in development of civil society', organized by the
Institute of Eurasian Studies.


The OSCE summit will be held in early December, gathering heads of
states and governments of 56 member-countries and 12 partner-countries
of OSCE, as well as heads of 68 international organizations. The
summit will discuss the most topical issues of regional security,
including the Nagorno-Karabakh conflict.


Vlasov believes that the Madrid principles will in one way or another
be the basis of further negotiations. He said that the latest meeting
of the presidents of Russia, Azerbaijan and Armenia is significant for
public attitudes.

The fact that prisoners and the bodies of dead soldiers will be
returned is a step towards a dialogue, Vlasov noted.


Astrakhan saw a trilateral meeting of the presidents of Russia,
Azerbaijan and Armenia on Nagorno-Karabakh settlement. Azerbaijan and
Armenia signed a declaration returning military prisoners back home.
Vlasov believes that Russia should keep up the dialogue process. The
negotiations will have a humanitarian aspect.


Vlasov says that experts should be more optimistic because 2011 will
be the year to resolve Nagorno-Karabakh conflict. He mentioned South
Ossetia and Abkhazia as examples of stalemate. But the meeting in
Astrakhan on Nagorno-Karabakh is a positive step, he said.
