Russian State Duma approves budget for 2011

On Wednesday, the Russian State Duma passed the state budget for 2011
and plans to consider the budgets for 2012 and 2013 in the third
reading, RIA Novosti reports.


The budget deficit in 2011 will reach 1.814 trillion rubles (3.6% of
GDP), in 2012 - 1.734 trillion rubles (3.1% of GDP), in 2013 - 1.795
trillion rubles (2.9% of GDP).


The income in 2011 is planned to reach 8.844 trillion rubles (17.6% of
GDP), in 2012 - 9.503 trillion rubles (17% of GDP), in 2013 - 10.379
trillion rubles (16.8% of GDP). Oil and gas income in 2011 should
reach 4.090 trillion rubles (8.1% of GDP), in 2012- 4.39 trillion
rubles (7.9% of GDP) and in 2013 - 4.653 trillion rubles (9.3% of
GDP).


The document has moderate oil price growth for Urals, the main product
of Russian export: the prices are expected to rise from $75 per barrel
in 2010 and 2011 to $78 in 2012 and $79 in 2013.


The expenses in 2011 will reach 10.658 trillion rubles (21.2% of GDP),
in 2012 - 11.237 trillion rubles (20.1% of GDP), in 2013 - 12.175
trillion rubles (19.7% of GDP).


The GDP in 2011 is forecasted to reach 50.389 trillion rubles
(increase by 4.2%), in 2012 - 55.95 trillion rubles (increase by
3.9%), in 2013 - 61.92 trillion rubles (increase by 4.5%).

The inflation level in 2010 is expected to stay at 6.5%, in 2012 -
6.0%, in 2013 - 5.5%.


314 voted for and 89 against the bill. One deputy abstained, Radio of
Russia
reports. It had been reported earlier that United Russia was to
vote for the budget and opposition parties, including Just Russia and
the Russian Communist Party were to vote against.


The government introduced the budget project in late September. The
deputies needed two months to approve the project. Now it needs
approval of the Federal Council, then the president's signature.
