Only 13% of the 9.5 million foreigners in Russia work legally, Constantine Romodanovsky, head of the Federal Migration Service, said at the Committee for Social Policy of the Federation Council today, ITAR-TASS reports.
According to February 20, Russia had 9.588 million foreigners, 41% of them (over 3.9 million) are non-labour migrants. They are mainly students and tourists, the official says.
Only 1.2 million foreigners work legally, 46% (4.5 million) are potential workers without permission. About 3.4-3.5 million people visit the country for over 3 months and most likely work illegally.
Romodanovsky said that migration flows have stabilized in the last 4 years and have not changed annually.
Most foreigners live in the Kaluga Region and Chukotka, in terms of ratio to the population. The Kaluga Region has advanced industry and construction, Chukotka has a low population in general, with only a few dozen foreigners.
Moscow has the highest number of foreign workers registered in Izmaylovo, the Basmanny and Tagansky Districts, Yakimanka and Istankinsky Districts.
