The Russian Ministry of Mass Communication is preparing amendments to
the law on communications that would abolish roaming charges inside the
country, the head of the ministry Nikolai Nikiforov says. "The new
law will stipulate the possibility of keeping a telephone number when one changes
mobile operator and abolishing roaming charges inside the country," the
minister Twittered, RIA Novosti reports.
He added that intercity fees will remain. "For example, if you
live in Ulyanovsk and go to Kazan you will be able to make local calls
there without any roaming fees. However, if you decide to call to
Ulyanovsk, you will pay for an intercity call, but the fee will be the
same as it is for all other residents of Kazan," Nikifirov explained.
He added that the operators would not want to abolish roaming charges,
therefore the new law will have points that will be beneficial to both operators and customers.
According to an expert of Telecomdaily, Denis Kuskov, the problem of
roaming charges inside the country should have been solved a long time ago,
because this situation is almost unique in the world.
