22 thousand refugees' living conditions improved in Azerbaijan in 2014In 2014, the living conditions of 22 thousand internally displaced persons were improved, the Deputy Prime Minister of Azerbaijan, Chairman of the State Committee for Refugees and IDPs Ali Hasanov said.According to him, the Armenian-Azerbaijani Nagorno-Karabakh conflict remains the country’s main problem, as well as the resulting social problems of 1 million 200 thousand refugees and internally displaced persons. Improvement of their living conditions and social problems were the focus of attention of the authorities. Social programmes and additions to them were being successfully implemented in 2014.A total of 630 million manats were allocated to address their social problems in 2014, of which 273 million were allocated from budget, 300 million - from the State Oil Fund and 57 million - from international humanitarian and other organizations. On average, 1170 manats was spent per IDP/refugee. This is the highest rate among all the conflict zones in the world.632 families in the Agdam region, 320 in the Beylagan district, 101 in the Hajigabul district, 600 in Ganja, 230 in the Saatli district, 200 in the Garadagh district, 594 in Mingachevir, 45 in the Balakan district, and 160 in the Absheron district were provided with new lodging, in new settlements, housing estates and private houses, equipped with all the social and technical infrastructure, in 2014.According to the Deputy Prime Minister, 89 modern settlements and housing estates consisting of high-rise buildings were established in order to improve the living conditions of 46 thousand families, including 230 thousand refugees and internally displaced persons. Monthly food expenses for IDPs and refugees have increased 360%, and public utility expenses by 450% over the past 11 years. The annual budget of the State Committee for Refugees and Internally Displaced Persons has increased by 550%, Trend reports.
