North Caucasian Federal District marks 5th anniversary

The North Caucasian Federal District is marking its 5th anniversary today. The district was created by Russian President Dmitry Medvedev on January 19, 2010. Russian Plenipotentiary Presidential Envoy to the NCFD Sergey Melikov has congratulated the population on the formation of the districts. Unemployment in the region has dropped from 459,000 to 193,000 people since 2010. The average income per capita increased from 12,800 rubles in 2011 to 18,700 rubles in 2014. Construction of social facilities has intensified, especially the construction of pre-schools. Law and order have been enforced, terrorists weakened, anti-corruption measures intensified. 

Ali Totorkulov, the head of the Russian Congress of Caucasus Peoples, told Vestnik Kavkaza that the local population had its own specific problems, so formation of their own district played a special role. He admitted that little had been achieved, despite big expectations. The expert explained that the functionaries hired to run the region had little knowledge about its specific aspects. He expressed hope for dynamic development, peace and prosperity. 

Professor Maya Astvatsaturova of the Pyatigorsk State Linguistic University, a member of the commission for migration issues of the Russian Presidential Council for Interethnic Relations, emphasized that the inclusion of Stavropol Territory played a great role in increasing the overall Russian population in the NCFD. The professor noted that education consolidated and improved the North Caucasus identity. She sees ethnic and religious archaization in the region, especially in Chechnya, Dagestan, and democratization. Moreover, its employment level has been improving throughout the years. Astvatsaturova reminded about the opening of the North Caucasus Federal University and its contribution to educational strategies. The expert added that many dialogue platforms had been created, including the Mashuk Youth Camp. Commenting on the most topical problems of the territory, the professor mentioned security, the weakening ruble, aggravation of socio-economic problems that could affect interethnic and interreligious relations, especially in the light of the ISIS upturn. The expert concluded that the system of political and administrative management was essential and needed modernization in the light of the geopolitical situation and sanctions. 

Nikolai Silayev, the director of the Caucasian Cooperation Non-Commercial Partnership, said that the North Caucasus was given a big administrative priority. On the other hand, he noted, the separation of the successful Rostov and Krasnodar regions from the “failed” North Caucasus gave an impression of preserved unsuccessfulness.
