Heavy rains forced power to be shut down to avoid crashes. The rains
started on September 11 in many territories, including Baku.
Umayr Tagiyeva, head of hydro-meteorological forecasts at the
Azerbaijani National Meteorological Department of the Ministry of
Ecology and Natural Resources, said that the heaviest rainfall was
registered in the Lyankyaran-Astarin region and other regions of the
Greater Caucasus, at 48-64% of the monthly norm. The Absheron
Peninsula registered twice the usual amount of rain.
