Last week, President Medvedev conducted the meeting of the State Council presidium devoted to strengthening inter-ethnic concord. The results are six steps on the road to maintening inter-ethnic peace in the country.
First of all, the work of schools and universities will be analyzed. Teachers and tutors who are found to incite ethnic hatred will be fired. Textbooks on history will be carefully studied. It is necessary to exclude any corruption of history of peoples living in Russia.
Secondly, the system of state grants will be optimized, including the Ministry for Telecoms and Mass Communication. Establishment of media products aimed at balance in interethnic and interconfessional relations will be promoted.
The third step is the extension of cultural exchanges between regions. Exhibitions, concerts, excursions and other arrangements in the cultural sphere will be held to promote the mutual understanding of peoples.
Fourthly, personnel policy will be balanced. In forming authorities in some republics and regions there is an unwritten rule of restrictions for representatives of certain ethnic groups. The president stated that this is immoral.
Fifthly, religious confessions will play their part too, as they understand that, without inter-ethnic peace, moral communication is impossible. In regions of Russia special groups of representatives of different confessions will be formed. They will deal with the settlement of conflicts on ethnic grounds.
And lastly, respected representatives of various peoples of Russia will contribute to the experience of joint inhabitation. After the dissolution of the Soviet Union, no alternative to the ideology of inter-ethnicity was developed. The results of these six steps are to be establishment of the Russian nation while maintening the identity of all peoples living in the country.
