“No one promises trouble-free years ahead to young people”

The Federal Agency for Youth Affairs has recently become subordinate to the Ministry for Education and Science. Work with young people should be less politicized. Youth policy in the NCFD is going uphill due to active presidential representatives in the district and the head of the republic in hope to stop young people from joining forest resistance. North Ossetian Leader Taymuraz Mamsurov has had an interview with VK:

- North Ossetia is quite a young republic. Thus, the future belongs to young people, we certainly do everything to allow young people to gain knowledge, be healthy physically and morally. If we consider the functionaries’ point of view, there is a youth policy, there is a Ministry for Youth Affairs, there is a parliament with corresponding structures, there are projects, programs, financing. But the problem should be considered at a much wider angle. Is the environment young people grow in. That is why we want the Russian society to be healthy, have right values of life, overcome challenges. We sensitize our young people to the fact that no one promises trouble-free years ahead. There would most likely be hard times and we sensitize them to live with a mood of victors. In general, I am happy with our youth. We see many good examples of consolidation of our young people. In this light, crime, drug addiction, immorality, soullessness, reluctance to study and etc. seem uglier. All generations, including mine, suffered from these diseases. I am confident that young people in Ossetia are very good. I am tranquil over the future of my republic.

The unemployment in our republic, in comparison with the average of the NCFD, is not what could cause disturbance.

Regarding donations, I always try to explain to everyone: whether a region is in need in donations or not is a matter that has nothing to do with evaluation of a republic, region, territory. Because everyone has different initial conditions: some have resources, others have other wealth. There are territories that would not be donators regardless of what they do. And they should not be, there is no need for that, no one is expecting them to be so. The country is a federation, it has federal relations, including budget relations. Everything was put down, no one walks around in need. If a territory grows, its gross domestic product grows, it pays taxes to the federal budget, it is normal practice. This is why reproaches about donations are ignorant. People who hardly understand seem to be the most concerned over the problem.

- How are you going to cope with unemployment?

- Unemployment in the Caucasus is plain occurrence. We have an excess of labour. We had it in the Soviet period, but people in the Soviet times cared about it, moved hundreds , thousands of people to other territories of Russia using the shift method. The situation remains in such a way that everyone stays in the his region and does not want to go anywhere else, even if capable of working and realizing his professional skills at a different place in Russia.

When we realize that our country is a single home and is common to us, the opportunity to get jobs and work in shifts in other places of Russia where we have many specialists, the problem will be resolved naturally. We are talking about labour, not unemployment in the plain, hard understanding of the issue.

- What aspects of the Strategy for Development of the NCFD do you consider primary for North Ossetia?

- They are well-known, I have nothing to hide. It is opening of new workplaces. The problem that is easy to point out, but hard to fully understand. Opening workplaces today means implementation of technologies. The technologies are not deserted. The more advanced the technologies are, the fewer people there should be. This is why the strategy of opening new workplaces is support of people that want to realize themselves in small-scale business, agriculture or farming.

Regarding the other aspect of the strategy, it is a grand project for development of tourism in the Caucasus. No matter what skeptics say, it is a real goal, it will be accomplished.
