Two of them – a 8-year old boy and a 29-year woman – are citizens of the USA; the third one is a Chinese national who studied in America. President of Russia Vladimir Putin offer Russia’s help to the US in investigation of the terrorist attack. He noted that the struggle against terrorism demands the intensive cooperation of the whole international community.
Director General of the Political Information Center, Alexei Mukhin, believes that “informatization of the society demonstrates that any person could create a bomb and learn how to explode it in several minutes, by reading instructions in the Internet. It is clear that there is no protection from a fool in this case; no state is ensured from such a terrorist attack. Any event – sporting, cultural, or other – is a subject of detailed studying by potential terrorists, and it doesn’t matter for what reasons they do it. It may be a targeted action aimed at establishing a certain opinion of the authorities of the country which thee want to influence on or a society which they want to influence on. It may be regular spring or autumn exacerbation. The USA can expect an attack from many countries, many places because they provide an aggressive policy targeted at possessing resources in the majority of the countries. But terrorism cannot be justified… Internal problems are added to external ones. One of first versions voiced by the American side was that political opponents of Barack Obama organized the attack in Boston to reduce his political importance. Considering the scales of the attack, it looks like an American Breivik who appeared to be less effective, luckily. The last word is for special services, but in the nearest future we will hear a lot of versions by politicians who will settle their own problems.”
The vice-president of the International Association of Alfa Special Unit Veterans, Alexei Filatov, disagreed with Mukhin: “The terrorist attack was committed professionally – the capacity of the explosive was small; the number of the perished is small in comparison to terrorist attacks committed in our country; an effect of the attack is much higher than of the attack in Domodedovo or Moscow subway. The place and time were chosen very professionally. Professional terrorists never put a number of victims to the first place. The main goal is that the mass media information and pictures would spread all over the world as fast as it is possible. It could have happened in any place – Europe, Russia, America, Canada – anywhere, and nobody is ensured from this. Special services can do their best in securing 42-km marathon distance, but it is an easy challenge to throw a bag into a trash bin or simply leave it at feet and blast it in a couple of minutes. It is senseless to search for a black cat in a dark room and say that they screwed it up.
I believe the terrorist attack will change the course of American policy again, and it will be stated that 12 years of fighting terrorism in foreign territories have given results. It is better to kill enemies in foreign territories than to wait for their arrival and blasting a marathon or a festival. The American society will be united now. It will support any tough initiative by the White House. I think in the nearest future we will witness new small wars or, for instance, more active support for the Syrian conflict.”
The head of the International Economy and International Affairs Institute of the RAS, Sergey Oznobishchev, reminds that after the terrorist attack of September 11, 2001, unprecedented security measures were taken in the USA: “A unique enormous structure appeared – the Department of Homeland Security. However, we all are open for terrorists because they easily watch what measures are taken in this or that country, this or that airport, and improve their plans making them perfect. A big tragedy unites people. I think it will lead to improvement of our partnership in the sphere of fighting terrorism. Terrorism will help us understand each other. The main thing is to prevent such a disastrous attack when a dirty nuclear bomb would be created in a cellar of a big city. Unfortunately, it is possible today; and prevention of it is the main goal of all special services.”
“During many years there have been no terrorist attacks in America, and we should analyze why they are happening now for we could develop a position for Russia,” Mikhail Vinogradov, head of the Legal and Psychological Support in Emergency Situations Center, says. “We should rebuild our relations with America.”
