The summit of the BRICS (Brazil, Russia, India, China, South Africa), which ended in Ufa, has been commented on in the media of North and South America for a few days already. "The summit was a turning point, after which the world will begin to form a new financial system, and the influence of the United States will decline dramatically," the US network edition of Counter Punch says, stressing that the BRICS countries favor the creation of its financial system, which would allow them to implement their own projects, and if that happens, the US will face serious economic difficulties. The Cuban edition of Granma wrote that the BRICS countries want to increase their influence on world finances by calling the main achievement of the summit to create a pool of reserve currencies, and the new Development Bank. The South American TV channel TeleSur reports that BRICS is moving toward a multipolar world and Washington is worried, because the White House is considered the BRICS to be a major threat to the world hegemony of the United States, and responds to such a process by actively unfolding economic and informational war, which it has unleashed against Russia and applies to Brazil, India and China.

Meanwhile, the executive director of the NCI BRICS, director of the Russian strategy in Asia, the Institute of Economics, Professor Georgy Toloraya says that after the summit in Ufa "the BRICS first became not just a media theme and the idea that captured the masses. In Russian society the BRICS is perceived as a kind of alternative to Russian politics."

Toloraya has warned against the idea that there are no contradictions within the BRICS and the process of unification is calm and stable, "The summit in Ufa became a kind of test of the maturity, the unity of the BRICS. Because for the first time the BRICS gathered under conditions where at least two of its members are in a difficult relationship with the West. Russia is simply in a state of confrontation, and between China and the United States more controversy builds up. At the same time, the South Africans, and especially the Indians and the Brazilians, are not interested in aggravating relations with the West, or in some way to act so that their actions were interpreted as support of Russia."

However, according to the expert, the summit was a success and received very serious, deeply-designed documents. "Although the BRICS began as a union of economic subjects, if you look at the Ufa declaration it starts with security issues, with issues of regional conflicts in various regions of the world. By the way, regarding the wording of Ukraine is such that it can be regarded as supporting the Russian position for the need for peaceful solutions to the Ukrainian issues and the implementation of agreements in Minsk."

A very significant part of the Ufa Declaration is devoted to problems of sustainable development, problems of the reform of the financial architecture. It presented a plan of action in specific areas – the fight against drugs, the cooperation in the agricultural field.

"For a variety of areas a very large backlog was made, plans for the future. The only question is how to implement these agreements. In the BRICS, I think it's time to raise the issue of implementation of the agreements. Our colleagues, members of the National Committee of the BRICS Higher School of Economics, considered that the Ufa declaration is 70% feasible, but it is very conditional, because it is believed that if, for some issues, there is a meeting, then the issue is resolved. But the meeting is not yet the real deal, it's not a real process.’’
