The first joint Russian-Chinese computer command-staff exercise on missile defense ‘Air and Space Security 2016’ is planned to be held in May at the Central Research Institute of troops Aerospace Defense Russian Ministry of Defense. The goal is the development of quick joint actions, creation of groups and missile defense between Russia and China on protection of territories from accidental bumps and provocative ballistic and cruise missiles. At a meeting with the Chinese Defense Minister Chan Wanquan, his Russian counterpart Sergei Shoigu said that Russian-Chinese maneuvers have recently been conducted both on land and sea. According to the head of the Chinese Defense Ministry, Beijing and Moscow are to solve complex issues of international security environment that require solidarity and joint efforts.
Wanquan expressed his opinion at the meeting of the 5th International Security Conference in Moscow that at the present time the threats of nuclear terrorism, violence, extremism and the return of fighters from abroad is increasing. ''The new generation of terrorist forces, the so-called Islamic State, is quickly rising and rapidly forming a new network of global terrorism. The fight against terrorism cannot tolerate the slightest delay. Last year a Russian passenger plane became the subject of a terrorist attack in Egypt. These attacks fully proved that terrorists disregard basic human rights and go far beyond the extreme limits of human civilization, they are the common enemy of all mankind. No country or region can ensure its own safety. There should be a zero tolerance for terrorism. It is necessary to strengthen international and regional cooperation, to strengthen the force of impact and to ensure the happiness of peoples, calm and peaceful lands all over the world,’’ Wanquan believes.
‘‘It is said in China it is necessary to strengthen its roots in order to a tree could grow. We need comprehensive measures to combat terrorism, eliminate the external symptoms and substantial causes. Armed conflicts are the soil that breeds terrorism. It is necessary to apply political, economic and diplomatic methods to eliminate this soil. Otherwise, the fight against terrorism will never end. It is necessary to pay greater attention to the resolution of problems with the development of society, to accelerate the present economic development, to improve the living standards of people. At the same time, to handle regional disputes properly, to establish stability in the regional environment, to improve the ability to manage their own state, uproot the foundations on which terrorism is born and expanding,’’ the Chinese Defense Minister said.
According to him, the fight against terrorism and extremism is a project designed to gain mass support of the people. Mutual tolerance between different cultures and religions is an important prerequisite and driving force of the anti-terrorist cooperation. This cooperation is necessary to weaken the ideological factors, abandon religious discrimination. It is necessary to respect cultures, traditions, social systems and the path of development. We call for dialogue and contacts between different nationalities and religions.
It is forbidden to strengthen inter-ethnic conflicts, religious, civilizational confrontation and alienation from humanity. We must abandon double standards in the fight against terrorism. You cannot divide terrorists into good and bad. There should be a firm determination to prevent terrorist attacks, no matter under what slogans they are committed, against whichever country or what means are used.
