The regional organization 'Union of Karachay Youth' announced the holding of the so-called Congress of the Karachay People. The forum's organizers stated that the reason for this step is the need for a speedy solution to the most pressing problems of the region. For example, the fight against tribalism, but without specifying the means by which they plan to overcome this evil. At the same time, according to the data of the Ministry of Justice of the Karachay-Cherkess Republic, this organization and its partners have no formal right to conduct such activities, because they are at the stage of liquidation. This particularlying applies to such structures as 'Historical and Cultural Society Alanian Hermitage' and the inter-regional organization 'Dzhamagat'.

The regional organization the 'Karachay Research Institute named after A. Batchaev' also announced its participation in the organization of the congress. A logical question arises immediately - how are the youth, scientific and cultural organizations related to social and political initiatives? It is likely that this question is the main intrigue of the problem. Local experts are unanimous in their opinion, in any case, these public institutions have no authority to gather the congress, and much less to speak on behalf of the Karachay people.

From the standpoint of influential representatives of local community organizations the question is obvious - the republic has two public associations, whose statutory objectives allow the holding of a nationwide congress - the organization 'Karachay Alan Halk' and the Congress of Karachay people. And since none of them is related to attempts to organize the so-called People's Congress, this event acquires an illegitimate status.

Representatives of regional public organizations, representatives of the clergy, municipal authorities and elected representatives who took part in a large-scale public meeting of Karachay people, held on November 13, condemned the actions of the organization 'Union of Karachay Youth', stressing that they had no right to speak on behalf of the entire republic. In particular, the deputy head of 'Karachay Alan Hulk', Sulaiman Botashev, stated that to carry out a legitimate meeting it is necessary to pre-form the organizing committee, to organize meetings in the places of compact residence of representatives of the people to determine the delegates of the congress.

"As far as we know, none of that has been done. Thus, supposedly preparing the Congress of the Karachay People is nothing more than a meeting of supporters of certain individuals, pursuing their own selfish objectives that have nothing to do with the interests of the people which we represent, and by whom we all were elected at various levels," Botashev believes.

This whole situation is not accidental. It is known that March of 2016 marks the expiry of the term of office of Rashid Temrezov, who was elected as the head of Karachay-Cherkessia by parliament of the republic on March 1st, 2011.

Supporters and opponents of the current head of the republic seek to mobilize political assets, another question is in what ways is this consolidation being carried out? How much are the actions of a number of associations inscribed in the space of the legal field? To preserve stability in the political life of the republic is definitely task number one for all political forces.

The only question is whether the key players on the political field are ready to play by the "general rules", or whether their own ambitions will be more important than the problems of consolidation of efforts, to which the local elite has been committed over the past decades.
