President of Russia Vladimir Putin is going to speak at the 70th annual session of the UN General Assembly which begins working in New York on September 15th. The topic of his speech, as well as of speeches of most speakers, will be problems of the Syrian settlement and international terrorism.
Vasily Likhachev, Member of the State Duma Committee on CIS Affairs, Eurasian Integration and Ties with Compatriots, recalls that 15 years ago Lisbon hosted the first meeting in the format of a 'triangle': the EU, the US and Russia: “Secretary of State Madeleine Albright represented the United States. Depending on the mood and documents which the State Department developed for a particular meeting, she always wears an appropriate brooch. Either a threat-brooch, or an attention-brooch or a brooch saying "I'm ready for dialogue." At that meeting, she had a brooch of a green-pinkish color. This is clearly not a color of war, not Mars, but a color of dialogue. Albright spoke about the fact that the Americans are reconsidering their attitude towards the United Nations, and that in the future they are viewing a tendency to increase the role of this organization in the international community. It was not something that I expected to hear from her, but it was the voice, the official voice that interpreted the development of a universal political international organization called the UN by the United States.”
According to Likhachev, the 70th session of the General Assembly will leave its mark: “There will be proposals in Putin's speech, there will be specificity, and there will be questions, the solution to which will affect the atmosphere of the work of the UN as a whole and solutions of specific issues. This includes the fight against poverty, illegal migration, ISIS, Al-Qaida, others.”
The MP hopes that as a result of the New York session, the process of a renaissance of contemporary international law will be started: “The Sabbath which is going on today in relation to the basic principles of international law, the principles of the UN Charter, not only should be stopped, but should be named, and the specific responsible subjects of political factors, all those persons, subjects and structures which transformed, questioned the normal course of development, the civilized development of the international community, which is headed, without a doubt, by the United Nations.”
