The way a parallel legal reality is created

Alexei Pushkov sees a strengthening of the policy of US and some of its allies to limit the influence of the United Nations

70 years ago, San Francisco became the cradle of a global change, where representatives of 50 countries gathered to develop and sign the Charter of the United Nations, pledging to work together to achieve peace, prosperity and respect for human rights. The status of the official languages of the United Nations are Arabic, Chinese, English, French and Russian, and the organization provides a platform where representatives of each country can express their views. The idea is that the UN should be a mechanism by which governments of different countries find common ground and work together to solve problems. However, experts believe that from the state where the UN Charter was signed 70 years ago, the threat of destruction is coming.

The head of the Duma Committee for International Affairs, Alexei Pushkov, sees a strengthening of the policy of the US and some of its allies to limit the influence of the United Nations. ‘’The Western alliance seeks situations where the UN does not go the way of proposals led by the Western countries, and to go beyond the United Nations and act in parallel. It creates a kind of parallel legal reality, de facto a parallel law, which is appropriated by the countries of the Western alliance, above all by the USA."

According to Pushkov, "all of the US administration were in favor of the actual limitation of the role of the United Nations and for its own right in parallel. We see the disregard for the Security Council that the United States shows, we see attempts to substitute the UN Security Council with regional organizations, such as NATO, we see illegal sanctions, which are used by these regional organizations, such as the European Union, for example, with regard to Russia, because these sanctions are not supported by the UN, and therefore from the point of view of the  international law they are illegal."

The MP believes that this same trend applies to value parameters: "The UN Charter contains a number of universal principles of international law and universal principles of human rights, which was signed by all the member states of this organization. But now there are so-called new values​concerning, first of all, attitudes to sexual minorities, gay marriage. These new values, of course, will not find their reflection in the key documents of the UN, because of cultural and civilizational reasons – a huge part  of humanity refuses to accept the new values. However, this does not stop the United States, which has said that one of the main objectives of the new policy will be the spread of gay marriage in the world, its universality. And here, I think they will act through the mechanism of the United Nations."

Pushkov looks on the prospects  without optimism: "If you look at who is fighting for the chair in the White House, who will replace Obama in two years, there may be a worse situation. If Obama at least verbally recognizes the universality of the United Nations and its authority, then from Jeb Bush we can expect relapses to the Bush approach, the deliberate marginalization of the United Nations. And Hillary Clinton is also an active supporter of the new values, as well as military intervention abroad without UN sanction, as she showed in the Syrian conflict, the United States, I believe, will continue their policies in these two directions."
