On December 11th the Azerbaijani Embassy in Moscow hosted a memorial evening dedicated to the heritage of the Russian-Azerbaijani activity of Heydar Aliyev. The Azerbaijani Ambassador to Russia, Polad Bulbuloglu, said that "a memorial evening dedicated to the great figure of the Soviet period and the independent period, the architect of today's Azerbaijan, the creator of the new policy, which defines the outside world to Azerbaijan today, the great Heydar Aliyev,’’ is held annually at the embassy.
Bulbuloglu said it is very correct, because most of the life of Heydar Aliev was connected with Moscow ‘’He was a member of the Politburo, the First Deputy Chairman of the USSR Council of Ministers. I think this says a lot. And, as you know, as it was customary to say, he was thrown at the most critical areas when there was some emergency or when there was a need to complete construction of the BAM, and much more. There were more than 18 ministries and departments of the USSR under his supervision’’
Speaking about the role of Heydar Aliyev in the history of independent Azerbaijan, the ambassador noted that "during the first years, not everything was fine. Literally, people, intellectuals, representatives of these people went to Nakhchivan. [ on September 3rd 1991 Heydar Aliyev was elected as the Chairman of the Supreme Council of the Nakhchivan Autonomous Republic] People asked Heydar Aliyev to return to the leadership of the republic, knowing that there was no other way out of the situation. Only after his return [in Baku] in June 1993, with very great difficulties, but gradually, life started to improve. Because it was the great experience, great authority, people skills, the ability to solve very difficult situations, vision, the ability to anticipate events – these things distinguished the style of Heydar Aliyev. "
"I myself as a person must be very lucky, because during my creative time, when I climbed the creative stairs, the first secretary of the Central Committee, the head of the republic, was Heydar Aliyev. All the people of my generation understand that without the knowledge of the first secretary of the country, nothing could happen in the country. And when he had returned to the leadership of the Republic I was a minister, and he left me in this position, and for a long 10 years I worked in the government of Heydar Aliyev as the Minister of Culture. And I want to say is that this is a diploma that no university in the world gives. This is the diploma of working with Heydar Aliyev,’’ Polad Bulbuloglu said
"Therefore, as a person and as an ambassador, now based in Moscow, I believe this is a man’s, a son’s debt each year to mark two dates – the birthday, on May 10th, and in December the day of remembrance, to celebrate this great man. And, you know, it is even very difficult to talk about him in the past tense. Because today, the farther time fades, the more years pass, the more it becomes very obvious and clear how enormous the role played by Heydar Aliyev was in the establishment of a sovereign independent Azerbaijan,’’ the ambassador said.
According to him, ‘’Today, the events that are taking place in some of the CIS countries, and as they say, in foreign countries, in the Middle East, showing that to nominate from the people a leader who can build a life, to put it in the right way, can be done only by individual personalities. And in today's world there is a shortage of leaders in the world, today there is clearly a drastic shortage, while the wise, smart people who cannot bring the matter to the point that we see today, every day, including the latest news. So, you know, I do not want to talk about him in the past tense, because, as they say, a man is alive as long as someone remembers him, and the memory of Heydar Aliyev will live as long as there are people in the world with the name ‘Azerbaijanis’ "
