Soon after Yuri Luzhkov resigned and Sergey Sobyanin became the mayor of Moscow, the administration of the Moscow metro was also reshuffled. A criminal case was initiated against its former head, Dmitry Gayev. The 15-year activity of Gayev was summed up by journalists as a list of 20 pluses and minuses of the Moscow metro's development.
Achievements include 30 new stations; the first light rail line; new-generation Rusich trains; thematic trains, which enable development of the cultural level; reconstruction of escalators; reconstruction of stations; new pay-gates; information columns; elevators for disabled people.
Among the disadvantages were named lack of security (terrorist attacks in the metro led to 90 deaths); expensive tickets; dlays in construction; illegal advertising; illegal trading and people in smudging clothes.
The new management of the metro, headed by Ivan Besedin, is now settling these problems. He said that ticket prices won’t rise after the 1st of January 2012. Besedin hopes that additional money for developing the administration of the metro will be found due to a decrease in general spending and promotion of the metro for passengers.
As for construction of new stations, where there is work-in-progress on sites, these sites are being realized. It also depends on the density of population of an area, which can serve as grounds for initiating construction works. Even well-developed projects which do not meet these
criteria have been reviewed and rejected or rescheduled.
In 2012 from Novogireyevo there will be a line to Novokosino and a "Novokosino" station will be constructed there. Novokosino is a large residential area. From Mitino to the Pyatnitskoe Highway two kilometers of road will be constructed as well as a station and depot. The Zamoskvoretskaya metro line will be extended to Brateyevo, another large residential area, and a depot will be built there. This stretch will be 2.9 km. In 2012 a second entrance hall will be build for the "Maryina Roscha" station. Four stations and 8.5 km will be constructed at working lines. 2013 will be marked by "Delovoy Tsentr" and "Park Pobedy". It will be connected by a stretch of 2.4 km in 2013.
The Butovskaya line, which is a continuation and formation of the Solntsevskaya line, is very necessary in order to create a new alternative and relieve congestion on highways and metro lines. This is one of the important criteria. In order to relieve overburdened metro lines we need to create transfer options and new independent radial lines. The continuation of the Butovksaya line from "Starokachalovskaya" to "Bitstsevsky Park" will create the possibility of transfering from the Kalugsko-Rizhskaya line to the Serpukhovskaya line. This will certainly allow a more versatile transfer in the area to be provided.
Two stations will be built in Vykhino and Zhulebino in 2013. These two stations will be "Lermontovsky Prospekt" and "Zhulebino". This will allow the traffic of passengers formed in Vykhino to be dispersed due to buses bringing large groups of passengers at once. At the same time, it is an opportunity to organize an additional transfer from railroad to metro bypassing the "Vykhino" station. This will discharge the already overburdened "Vykhino" station. These additional alternatives will allow us to allocate passengers at different stations.
A second entrance hall at the "Baumanskaya" station of the Arbatsko-Pokrovskaya line will be built. This is necessary because the present hall as well as station mechanisms will require renovation in 2013. At the end of 2013, after the new exit is introduced, the old exit will remain closed for renovation work on the escalators.
