Italians, Americans and Azerbaijanis in Dagestan


This summer the plenipotentiary envoy of the president in the NCFD, Alexander Khloponin, said that he guarantees security of investments in projects in the North Caucasus. “The aim of the federal center is providing security of investments, which will come to the region. And today we can provide the security by 100%,” he promised at the St. Petersburg International Economic Forum. Developing projects in Dagestan, investors consider the fact it is an agricultural region. Two major agricultural projects are being implemented together with American and Italian investors.

American investments

Last spring the head of Dagestan Magomedsalam Magomedov and the president of the international company Amity Technology LLC Howard Dall signed the protocol on realization of the project “Top program of development of agriculture with American technologies in Dagestan in 2011-2013.” According to the Agency on Investment and Foreign Economic Ties of Dagestan, 85% of financing of the whole project is confirmed by Wells Fargo Bank (the USA). The project costs 19600 million rubles. First stage of the project costs more than 9 billion rubles. The project is of high priority.

The core of the project is construction of a sugar refinery. 10,000 hectares of land in Tarumov and Kizlyar regions of Dagestan will be allocated for cultivation of sugar-beet. Investors expect to harvest 1350 thousand tons of sugar-beet, refinery of which will give 200,000 tons of sugar annually. Sugar is of high demand in Dagestan and in south of Russia. As for advantages of the refinery, the general director of Dagagrocomplex, Isak Umalatov, told VK: “Usually all sugar refineries work 90 day in a year. The refinery of Dagagrocomplex will be provided with materials 250 days in a year due to the beet-storage with capacity one million tons and 220 days of shelf-life. Production will be non-waste.”

Dry wastes will be refined into feeding-stuffs for cattle and birds in a special plant. Industrial alcohol will be produced from beet molasses. According to Isak Umalatov, the project presupposes cultivation of corn, raps, soy, sunflowers, cabbage, carrot, onion, garlic, sweet pepper, potato and tomatoes. By the end of implementation of the project 13-15 thousand working places will be established, and infrastructure of the region will change dramatically.

Italian investments

The protocol on establishing of the agricultural-technical park AgroDagItalia was signed by Magomedsalam Magomedov and representative of Sofrakht-Invest. The project includes establishing of the system of relations between governments, farmers, high-technological agricultural, recycling, service, and consumer enterprises, which are united by management of the fifth generation. Agricultural technologies of the latest generation will be implemented in the integrated complex of interconnected enterprises. The project expects 14.1 million rubles of investments. It will provide production of seed grains of corn, soy, sunflower, raps, feed and beer barley, spring wheat, potato and other cultivated crops. The core facility of the project will be the biodiesel and bioethanol production plant. Gross output will grow up to 95.3 billion rubles.

Azerbaijani investments

Last year cooperation between Dagestan and Azerbaijan intensified. Magomedsalam Magomedov has visited Baku several times, and in early October the delegation headed by Alexander Khloponin arrived in Azerbaijan. On November 25th the Azerbaijani delegation carried out a return visit to Makhachkala, where the Russian-Azerbaijani Economic Forum took place. 45 major businessmen of Azerbaijan came to Dagestan. “There are some ideas. We look positively at our future. During next visits we will discuss first steps and develop mutual activities,” Minister of Economic Development of Azerbaijan, Shakhin Mustafayev, said.
