In late July the plenipotentiary envoy of President in the North-Caucasian Federal District, Alexander Khloponin, conducted in Makhachkala three councils aimed at the normalization of the economic situation in Dagestan and in the whole NCFD. The first council was devoted to the elimination of debts and the development of energy companies. The second council was about the Special Caspian Sea Economic Zone within the North-Caucasus tourist cluster. The third one discussed the reconstruction of the Makhachkala airport.
The main reason for non-payment in all regions of the NCFD is considered by Khloponin as the mediation affair. The envoy stated that law-enforcement agencies will deal with them. He believes that electricity, gas, and monetary fraud might be detected. Khloponin spoke in favor of population and noted that the majority of people have a high payment culture: they pay gas and electricity bills on time. The main problem, according to him, is the non-transparent complex system of mediators who sell electricity and gas to each other. According to the head of Dagestan, Magomedsalam Magomedov, to find out where, when and why debts are collected, working groups were established.
As for establishing of the Special Economic Zone on the coast of the Caspian Sea of Dagestan, the issue was hampered by allocation of land which belongs to the country, the republic and cities in Derbent, Karabudakhkent, Kayakent, and Magaramkent regions. Now the land is defined. 25 thousand hectares will be given to the Ministry of Economic Development of Russia for preparation of investment platforms.
The chairman of the executive council of Resorts of the North Caucasus, Ahmed Bilalov, told VK that investors will gain benefits in the Special Economic Zone. No pledges will be needed because there are state guarantees. Moreover, refinancing of a bank credit interest rate is provided. They will pay only 6% annually for credits.
As for the Makhachkala airport which is planned to be reconstructed, Khloponin noted that he supports the construction of a new runway. He reminded that for reconstruction of the old runway 2.5 billion rubles are allocated in the Federal budget. All three problems will be solved as soon as possible, the head of Dagestan promised.
