Personnel renewal will restore trust in authorities: Ibragim Ibragimov

The prospects of the North Caucasus Federal district under
presidential envoy Alexander Khloponin were described by the chief of
the Dagestani executive committee of United Russia

How was Khloponin’s appointment to the post of the presidential envoy
to the North Caucasus Federal District viewed in Dagestan?

- It was a very important personnel decision made by President Dmitry
Medvedev. His choice was not accidental. Khloponin has established a
reputation as a successful economic manager. He managed to form a
powerful team, which continues working in Krasnoyarsk like clockwork
even now. Surely, the results of his work are from his experience as a
businessman and a manager.

During his visit to Dagestan, he noted that in Krasnoyarsk he was
strongly assisted by the members of Dagestani nation. In particular,
he mentioned Abas Mamedov - a representative of the company
Monolitstroy.

- All these factors greatly impacted the choice of federal centre when
appointing the plenipotentiary representative. I think that soon he
will rally around himself successful politicians, economic managers
and businessmen in the North Caucasus Federal District.
Today there is the challenge of bringing about radical change in the
North Caucasus, primarily in the area of socio-economic development.
The goal has been defined - all these positive changes should touch
the residents of the North Caucasian republics, so that they feel the
changes and are encouraged to lead a constructive life.

The problems of all these North Caucasian republics are quite similar.
These problems are high level of subsidies, corruption, unemployment
and terrorism and extremism. The problems are complicated.  Therefore
Alexander Khloponin was vested with powers of both the plenipotentiary
representative and vice-premier.

- You have already met with Khloponin. What impression did he make on you?

- Certainly, Alexander Khloponin will resolve these problems in
cooperation with the heads of the North Caucasian republics. The
personnel renewal is taking place among the heads of the republics.
Our new leader is Magomedsalam Magomedalievich Magomedov, who by his
habit of mind, capabilities and empirical work results is a modern
man. He is bent on achieving a turnaround in Dagestan.
The first trip of Alexander Khloponin to Dagestan was devoted to
meetings with officials, including the factions in the People’s
Assembly on the eve of Dagestani president’s investment with powers.
Khloponin made a very good impression. He personally made sure that
the candidacy of Magomedsalam Magomedov was supported by all the
factions. During his meeting with our faction, the most numerous by
the way (54 out of 72 lawmakers are United Russia members) he brought
out a scope of problems he intends to solve along with the new
president. He hopes for the lawmakers’ support of the reforms, and, I
think, that these hopes will be fulfilled. The most important thing is
that he aspires to help to Dagestan.

 “To help” not in the sense meant previously – that is, to get more
subsidies which are merely embezzled, for the republic.  It is
necessary to foster the development and modernization of the republic.
The mentality should be changed. It is a difficult, but feasible task.
There are many people among us, who watch from the sidelines and do
not want to act themselves, handing over responsibility to the
authorities. It is not they who solve the majority of the problems.
The authorities have made some correct decisions. However, the problem
is that these decisions were not taken further. At some level all
these decisions ceased to be relevant.

When the people sees that solutions are not forthcoming and plans not
seen through, they start losing trust in the authorities. The problem
is to restore people’s trust. And it can be done only by the people
coming to power now. Now a big personnel renewal is going on. And much
depends on those coming in. I am sure that Magomedsalam Magomedov will
form a team able to resolve important problems.
