Adyegei: the previous year's successes

Almost in all sectors economic growth exceeds the average for Russia

The results of the socio-economic development of the previous year were summarized  in Adygei only at the end of  March, but they were unexpectedly positive. According to the President of Adygei Aslan Tkhakushinov, proceeds of consolidated budget amounted to 12.3 billion rubles, expenses amounted  to 13.3 billion rubles. For three years the awn proceeds of the republic doubled and constitute 5.6 billion rubles. According to Murat Kumpilov,  the Adygei prime minister, during the crisis Adygei managed to maintain positive trends in economic development, although the rate of growth of gross regional product decreased slightly. The gross regional product amounted to 102% (in 2007 it was 116% in 2008 - 114%. "In course of the year 2009 we managed to collect more than 4 billion 507 million rubles of our own revenues, which is  11,4%  (to 461.4 million. rubles) more than in the pre-crisis  2008 - emphasized Murat Kumpilov.  Virtually in all the sectors  economic growth in Adygei exceeds  the Russian average, and it shows the potential of the republic and  trend to active development of economy and social sphere. "According to Kumpilov, the unit weight  of objects implemented exceeded 60% of the total of those being constructed. It is the highest indicator during the recent years (in 2007  22 objects were built,  in 2008 – 27,  in 2009 - 48 ).
One of the priorities set by the Adygei government is attracting  investments .  Last year, the investment volume to the basic capital was preserved  at 2008 level - 13.6 billion rubles have been invested.Within the bound of  the  federal program "The South of Russia” the construction of high pressure gas pipeline between the villages  Krasnookiabrskij and Kamennomostsky Maikop, which is about 40 km long, is being completed. The pipe will supply  10 settlements inhabited by more than 18 thousand people with gas.

Meanwhile, large companies livened up this year in Adygei. Caucasus subsidiary of  the Megafon company announced the start of commercial exploitation of the 3G network in Adygei and Krasnodar Territory . The amount of investments in the project made up 600 million rubles. Now the 3G connection in Adygei is provided  by 180 MegaFon base stations, and by early summer, will 280 stations will be implemented. Simultaneously, the South Russian subsidiary of the "Vologda enterprise  of structural units and road cars" has launched a new project on the fast-built houses market. Heretofore, the company has built in the south of Russia only temporary infrastructural facilities for the Olympic construction projects. As Andrei Sokolov, the director of the subsidiary of the "Vologda plant constructions and road machines" situated in  Adygeisk said to the Ъ,  in late February, filling of the foundation has begun, and in August 2010 is  planned  put  the three-story building in commission.  The accessories for  houses are produced  at the company’s own factory, activated at full capacity at the beginning of last year in  Adygeisk. According to 2010 results,  the company plans to obtain a gross profit of 300 million rubles. Additionally, the Krasnodar "Veles" company will start the construction  of  one of the largest greenhouse complexes in Russia in Adygei. Nowadays, during the winter-spring period about 80%  of vegetable production sold  the South Russian market is imported from Turkey, Spain and Holland. The volume of  investments in the project may exceed 5.5 billion rubles, and after approaching estimated  capacity, the plant will produce more than 40 thousand tons of products per annum.
Meanwhile,  the executive power branch of Adygei promises to support small and medium-scale business, as well as to  go on with  the implementation of major investment projects in agriculture and building. Innovative technology, in particular, planting  fruit orchards, vegetable growing revival, development of  greenhouse farming and the construction of new greenhouses according to high technologies, must become the priority in the agricultural sector.

As of removing  social tensions, the authorities  promise applying a weighed approach to governmental control over  prices and tariffs for goods and services. It has been decided to create an independent institution for governmental control over  prices and tariffs. Social tensions really exist, but local observers suggest that the discontent is caused in particular by the practice of nepotism and corruption. According to the "Version", the majority of the key posts in the country have been occupied by relatives of the President of Adygei. As  examples of "managment" the newspaper adduces several instances of corruption. For example, the company "Moscow Airlines” has managed to get for building its aviation facilities a huge plot of land at the price  lowered by  Adyghei officials by hundreds of thousands of rubles, and during the construction of the water intake and water main towards the  Maikop region settlements  within the bounds of the task federal program "The South of Russia" the high-ranking officials have stolen more than 90 million rubles. The total damage inflicted by illegal spending of budgetary funds detected by the prosecutor’s office exceeded 400 million last year alone.
