Russian regions have direct contacts with Azerbaijan. Offices of Dagestan, Tatarstan, and the Urals Economic Region are working in Baku. Contacts with Moscow, the Moscow Region, St. Petersburg, the Astrakhan, Saratov, Sverdlovsk, Chelyabinsk and other regions of the Russian Federation are being intensified.
February 23, 2007, the Protocol of Intent on cooperation between the Audit Chamber of Azerbaijan and Samara Regional Institute of Professional Accounting Officers of Russia was signed.
April 12-14, 2007, a delegation headed by the governor of the Kurgan Region O.Bogomolov visited Azerbaijan. Talks on development of trade and economic contacts took place; a document on cooperation in the trade and economic, scientific and cultural spheres was signed.
April 6, 2007, Ilham Aliyev met the minister of regional development of the Russian Federation V.Yakovlev in Baku. The President of Azerbaijan emphasized extension of regional economic ties.
April 30, 2007, the head of Dagestan Mukhu Aliyev and a delegation headed by him visited Azerbaijan. Ilham Aliyev met them and noted successful development of contacts between Azerbaijan and Russian regions. Premier of Azerbaijan A.Rasi-zade stated that Azerbaijan would support any projects with good prospects, which were directed at deepening of mutually beneficial cooperation.
October 3, 2007, Ilham Aliyev welcomed the delegation headed by the first deputy mayor of Moscow, co-chairwoman of the intergovernmental economic commission between Azerbaijan and Moscow government, Lyudmila Shvetsova. They discussed holding Days of Moscow Culture in Azerbaijan.
October 4, 2005, the 6th session of the intergovernmental economic commission Azerbaijan-Moscow took place in Baku under chairmanship of the first deputy Premier of Azerbaijan Ya.Aeyubov and Lyudmila Shvetsova.
Azerbaijan was interested in building cooperation with Moscow companies in the sphere of tourism and agriculture, extension of contacts in the humanitarian sphere, as well as education and healthcare.
January 22-24, 2008, a delegation headed by the head of the department for development of territories and self-administration of the presidential apparatus of Dagestan, A.Israpilov, visited Azerbaijan. Dagestani guests visited Gusarsky, Khachmazsky, Balakensky, Zagatalsky, Shekinsky, and Yevlakhsky regions.
The first deputy premier Aeyubov told the delegation that Dagestan was a bridge connecting Azerbaijan and Russia.
June 17-18, 2008, Azerbaijani Prime Minister Rasi-zade visited Tatarstan for participation in the second session of the intergovernmental joint commission on trade and economic, scientific and cultural cooperation between Azerbaijan and Tatarstan. He met the president of the republic Mintimer Shaimiyev.
December 10th, 2008, the official delegation headed by the chairman of the State Council of Tatarstan, F.Mukhametshin, visited Azerbaijan for participation in the Baku conference of ministers of culture of the member-states of the Council of Europe “Intercultural Dialogues – foundation of stable development of the world, Europe, and neighboring regions.”
June 29, 2009, the government of Azerbaijan and the government of Kabardino-Balkaria signed the Agreement on Trade and Economic, Scientific and Cultural cooperation.
April 27-29, 2010, a delegation of 150 businessmen headed by the governor of the Stavropol Territory Valery Gaeyvsky visited Azerbaijan. The goal was to define prospects of various cooperation spheres between Stavropol Territory and Azerbaijan.
January 24-25, 2011, Baku was visited by a delegation of the Astrakhan Region headed by the minister of international and foreign economic ties of the Astrakhan Region, D.Afanasyev. Signing the Agreement on trade and economic, scientific and cultural cooperation between the government of the Astrakhan Region and the Azerbaijani government and preparation for the Second International TV journalist contest “Caspian Dream” were discussed at the Azeri Cabinet of Ministers.
March 1-2, 2011, the head of Tatarstan Minnikhanov visited Baku. He met President Aliyev, Premier Rasi-zade, and speaker of the parliament Asadov.
September 7-8, 2011, the governor of the Astrakhan Region Zhilkin visited Baku. He met President Aliyev and Premier Rasi-zade. The Agreement on trade and economic, scientific and cultural cooperation between the government of the Astrakhan Region and the Azerbaijani government was signed. The business forum took place where extension of interregional economic contacts was discussed.
February 27-March 1, 2012, the deputy minister of regional development M.Travnikov visited Baku and met the minister of economic development of Azerbaijan Sh.Mustafayev, the deputy foreign minister of Azerbaijan Kh.Khalafov, and the head of the Fund for Encouraging Export and Investments of Azerbaijan, A.Mamedov.
March 5-6, 2012, the prime minister of Tatarstan, I.Khalikov, visited Baku and met President Aliyev, Premier Rasi-zade and the Emergencies Minister F.Heydarov. Further development of interregional contacts between Tatarstan and Azerbaijan was discussed.
April 3-6, 2012, Baku was visited by the deputy chairman of the government of Chechnya Isayev. The goal of the visit was building direct ties between the Chechen Republic and Azerbaijan. A business forum took place.
April 22-25, 2012, Baku welcomed the delegation of the Kurgan Region headed by Governor Bogomolov. He met President Aliyev, Premier Aeyubov, the minister of economic development Mustafayev, and the minister of industry and energy N.Aliyev. A business forum took place where economic potential and investing demands of Trans-Urals were presented.
April 25-28, 2012, a delegation headed by the deputy chairman of the government of Dagestan R.Gazimagomedov visited Baku. At meetings with the first vice-premier of Azerbaijan Aeyubov and the minister of economic development Mustafayev deepening interregional relations Dagestan-Azerbaijan was discussed.
June 18-21, 2012, the deputy prime minister of Kabardino-Balkaria K.Uyanayev visited Baku and met the minister of economic development Mustafayev, the minister of industry and energy N.Aliyev, the minister of agriculture I.Abbasov, the leadership of ministries of culture and tourism, transport, ecology and natural resources. Economic potential and investing demands of KBR were presented at a business forum. Businessmen of Kabardino-Balkaria visited enterprises of the Sumgait IT park.
June 28, 2012, Baku held the third Russian-Azerbaijani forum on interregional ties “Russian-Azerbaijani Dialogue – 2012.” More than 350 representatives of state bodies, regional structures, business communities, scientific and journalist circles of two countries took part in it. The Russian delegation was headed by the head of the Presidential Administration Department on Interregional and Humanitarian Contacts, V.Chernov.
September 23-24, 2012, Baku was visited by the governor of the Volgograd Region S. Bozhenov. Economic potential and investing demands of the Volgograd Region were presented at a business forum and at meetings with President Aliyev and the minister of economic development Mustafayev.
October 28-29, 2012, the head of Karachay-Cherkessia R.Temrezov visited Baku. Economic potential and investing demands of Karachay-Cherkessia were presented at a business forum and at the meetings with President Aliyev, Premier Rasi-zade, the minister of economic development Mustafayev.
November 14-15, 2012, the head of the Chechen Republic Ramzan Kadyrov visited Baku and met President Aliyev and parliamentary speaker Asadov. Premier of Azerbaijan and the head of Chechnya signed the agreement on trade and economic, scientific and cultural cooperation. Kadyrov met the head of the Muslim Department of the Caucasus.
December 18-19, 2012, Baku was visited by the governor of the Astrakhan Region Zhilkin. He met President Aliyev, the head of the executive power of Baku Abutalybov, and the head of the executive power of the Narimanov Region Farzaliyev.
June 5-6, 2013, Volgograd hosted the Fourth Russian-Azerbaijani interregional forum “Russia-Azerbaijan: interregional dialogue 2013.” Representatives of interested ministries and departments of the two countries, scientific and educational circles took part in the event.
July 6-9, 2013, Azerbaijan was visited by a delegation headed by the prime minister of Ingushetia’s government Chiliyev. A business forum took place. Economic potential and investing demands of Ingushetia were presented.
