Investment
The head of the AST group of companies, a former co-owner of Moscow's Cherkizovsky market, Telman Ismailov, is going to participate in the implementation of several investment projects in Chechnya. Among the probable construction projects listed were a hotel complex in Grozny, a cannery, a modern ski resort in the Argun Gorge, as well as the construction and management of health resorts and recreation areas.
Business projects
In Gudermes, the "Arizona" shopping centre has opened, a joint project of Chechen and Daghestani businessmen. Furniture of all price ranges will be retailed in the centre. The start-up of the new shopping centre will create over 50 jobs.
Unemployment
The Chechen labor market situation remains tense, since, out of an able-bodied population of 720 thousand , the registered unemployed alone make up 297 thousand people. The changes that have taken place, such as the increase in the number employed, are not easing the problem. "The main reason for the tension in the labor market persisting is the lack of jobs, caused by the insufficiency of the re-established and newly created jobs. In recent years little attention has been paid to the development of the real sector of the
economy," the head of the Chechen Ministry of Finance said.
Tax proceeds
Small enterprises operating in Chechnya have transferred over 1.3 billion roubles to the Russian budget. 14.5 billion roubles have been collected in Chechnya in total. " 3531 legal entities and 17,467 sole traders that have submitted tax accounts to the Chechen tax
authorities can be categorised as small-scale businesses," a representative for the authorities for Chechnya noted.
34 priority projects
This year, within the framework of the federal program for the reduction of tension in the Chechen labor market, construction of facilities for the building industry, agriculture and industry is to begin. "The government of Chechnya attracts credit reserves at the
rate of 15,0 billion roubles from several commercial banks on a state bond, in order to finance 34 priority projects which will create an extra 6700 jobs", the Chechen Minister for Economic Development and Trade told VK.
Tourism in Chechnya
Chechnya is one of the ten participants in the federal task program "Development of domestic and foreign tourism in Russia in 2011-2016".
The presentation of investment tourism projects was held in the Ministry of Sport, Tourism and Youth Policy of Russia. According to Deputy Minister of Physical Culture, Sport and Tourism, Salman Dalakov, proposals concerning the construction of tourist complexes in
Chechnya have been submitted for experts' consideration. Among other proposals submitted were the following projects: construction of a recreation area in the Itum-Kalinsky district, renovation of the former Olympic holiday camp at the alpine lake of Kesen-Am in the
Vedensky District, the creation of holiday resorts equipped with ski-lifts and ski-runs in the mountainous regions of Chechnya, and other projects.
The Chechens rebuild
According to the Russian Federal Service of State Statistics, the average percentage of private house building with respect to Russia came to 47,8% of total area constructed, and in Chechnya and a number of other regions this percentage reaches 82,2 to 97,5%. According to the State Statistics Committee of Chechnya, 517 individual houses, the total area of which came to 69.8 thousand sq. m, were constructed in Chechnya in 2009. According to Chechenstat, the number of private houses built in Chechnya in 2009 increased by 5,5% compared to 2008.
According to the agency, these data indicate an improvement in the republic's inhabitants' quality of life.
Price decreases
According to drug price and product line affordability monitoring for 2009, the price of medicine, including medication necessary for life, has decreased. Chechen Pharmaceutical institutions have cut the top retail price for production by 7.27% for products originally costing 500 rubles or more. According to information received by VK from "Farmmedtehsnab" of the Chechen Ministry of Public Health, domestic hospital sector medical prices have also decreased by 48.65%.
Extra social programs
The Chechen parliament approved amendments to the 2010 Chechen budget, presupposing additional funding for social programs'. This was due to changes in departmental federal budget expenditures for 2010, and a budget expenditure increase at the expense of the budget margin as of 1 January 2010.
The funds allocated for the republic will be directed to finance certain social areas, e.g. social support for people who have received the awards " Honorary Donor of the USSR" and "Honorary Donor of Russia", for acquisition of books for municipal libraries and the
forthcoming census, amongst others.
