Borovtsev government "holds the fort".

Russian personnel reserve in South Ossetia tries to prove its competence.

On the eve of the May holidays, the parliamentarian presidium tabled a motion of no confidence in the government. According to the Kommersant paper a decision was made to establish a commission to investigate the work of Premier Vadim Borovtsev and his Cabinet, charged with the inappropriate expenditure of budget funds allocated for reconstruction works in the republic and package distribution among "their" companies.

Borovtsev was appointed to the premier's post last August.

"I've personally asked the Russian government to appoint the head of the government, to make financial relations and control over financial flows more transparent," said Eduard Kokoiti, the head of South Ossetia, whose budget is fully dependant on Russian investments.

Following Borovtsev other "Varangians" (outsiders) arrived in South Ossetia - Alexander Zelig, who took the post of deputy premier, Irina Sitnik, the finance minister and Alexander Zhmailo appointed to the post of economy minister. The duties of their forerunners included control over the reconstruction process in South Ossetia and roused censure in Moscow.

Zhmailo gained special popularity thanks to his internet diary, in which a participant of federal program "Personnel reserve - professional team of the state" describes the work of the Russian anti-crisis team in South Ossetia, or someone on behalf of him. We will cite some parts of "Zhmailo's diary", which explain the background of the current situation.

It has become a grim tradition, when in the absence of Borovtsev some obscure personalities try to tense the situation and display premier's
team behind president in dark colors... ... It is obvious, that such rumors and damp-downs are initiated by those, whom Borovtsev has shut off, let us suppose not air supply, but their financial streams. Being aware that in the next year the situation can dramatically change and probably not to their benefit, these "almost ex" put more pressure on the president. Thus, such incidents will happen more and more often. That is what happened today. First, at a morning meeting with president, where only "hawks" and not a single representative from "our" part of the government were represented they blamed us, saying "everything is very-very bad", "nobody knows for what budget funds are allocated" and so on...

Anyway when the issue of vote of censure was raised Borvtsev hosted a news conference at which he gave a detailed report on government expenditures during the last eight months. He called charges in inappropriate expenditures senseless.

"It is well known, that 98.7% of the Ossetian budget is complied of Russian financing aid. According to the agreement between Russian and Ossetian Finance Ministries, Ossetian Finance ministry has to make reports on expenditures monthly. The reconstruction works are executed under a strict control of Ministry for Regional Development and other controlling organizations. At present no violations have been fixed by the Russian controlling organizations. The results of the Russian Audit Chamber examinations will be published soon," reports "Ossetian radio and television", citing Borovtsev.

Speaking about those who have initiated an anti-government campaign, the premier said: "I would call it a clampdown from the side of those willing to split up everybody (their aims are obvious), but it won't result in anything good. But we have to revive the republic and implement programs of the economic development which we have drawn up. I this is what we are going to do."

Meanwhile, opponents of those appointed by Moscow and their attempts to take control over financial flows from Russia are not satisfied.
Experts do not exclude the possibility that the Moscow outsiders will lose their posts.
