Taymuraz Mamsurov was appointed to the president of North Ossetia by a majority vote in the republic’s parliament. The inauguration will be held on June 7th - exactly the day his first five-year term will finish.
Dmitri Medvedev nominated Mansurov's candidacy to the parliament on April 23rd. The alternatives were Sergei Menyaylo, the deputy head of the Black Sea Fleet, and Oleg Khatsayev, the chancellor of the North Ossetian state university. Experts have pointed out that, while Mamsurov and Khatsayev are very similar, Menyaylo is a person of a different kind, and "United Russia" used him to show the pluralism of opinion. Alexander Khloponin, the plenipotentiary representative of the president to the district, attended the session of the Ossetian parliament and expressed his attitude to the event: "The political career of Taymuraz Mamsurov doesn’t need to be . He is well known in the republic and outside. We knew each other when I was the governor of the Krasnoyarsk region. We had different opinions on some points and we keep arguing about them, but I see how he loves the Ossetian republic and how he communicates with people and I think that this is the most important thing. Clearly, he is a deserving representative of the political elite in the North Caucasus".
Mamsurov received 61 votes, 5 voted against, none abstained. The Communists, headed by Kazbek Taysayev voted against. He explained his position briefly: "We voted against, because we think that national elections should be held and not an appointment to the position. So we can't accept the candidacy". However, a veteran communist, the honorary president of the university, Akhurbek Magometov, did not agree with his faction and voted for Mamsurov.
Mamsurov said at a brief press conference in the hall of the government building that he was not an adherent of radical changes.
"We have to reconsider our work, thinking about new issues, we have to check what we have managed to do and what we have not and go forward".
Speaking of staff changes, he said that nothing significant was to be expected, but that some new people would appear in the government.
Also, Alexander Khloponin said, the time had come to move on from stabilization to questions of social-economic development. He said that he had to present a program for the development of the region to the president of Russia by July 2010, and the program would start being implemented in 2011. He added that the main potential of the Caucasus was its young people, the new youth elite. Nowadays, tiny salaries and corruption are normal in the republic, but great expectations have been placed on Khloponin, although it is often noted that nothing major has changed yet
