Russian Prime Minister Vladimir Putin opened a website - putin2012.ru - 52 days ahead of elections, with a presidential program for 2012-2018. The document recognizes poverty, a poor business climate, red tape and a low efficiency of functionaries in solving problems. Russian energy efficiency is 2-3 times lower than it is in the world’s leading states. Putin’s press secretary Dmitry Peskov said that the prime minister’s program needs adjustments and will be based on people’s recommendations.

Gennady Zyuganov, leader of the Communist Party of the Russian Federation and candidate for president, presented his own presidential program. He guarantees the formation of a government from patriots and professionals. The communist leader said that he wants to solve such problems as social inequality, demography, economic recession, degradation of defenses and morals. He also proposed reformation of laws. Zyuganov wants new parliamentary polls in December 2012. He offers a new system of forming the Federal Assembly so that two of its members are elected directly. Zyuganov wants an investigation into the parliamentary polls of December 4 and the dismissal of CEC head Vladimir Churov.

The social-economic program of Zyuganov includes three new trends in foreign policy, seven new priorities in the economic sphere and five in the social sphere. The dependence of all states, including Russia, on world conjuncture increases with globalization and the world financial crisis. Zyuganov proposes the formation of positive external conditions for the development of Russia, improvement of defenses and economic integration with neighbors. The process is expected to start with the formation of the common economic space of Russia, Belarus, Ukraine and Kazakhstan.

The candidate for president proposes nationalization, passing of new Land, Forest and Water Codes of Laws, laws on resources. Nationalization will affect banking, railways, aviation and energy. It should benefit small and medium-scale business, reduce prices and improve industrial output.

Gennady Zyuganov wants modernization without stops. New industrialization should be carried out using advanced technologies. The Communist Party believes that state allocations for development of industry should increase by at least 10 trillion rubles in the next 3 years. Agricultural expenditure will be increased to 10-15% of all budget expenditure.

The Communist Party wants to change the tax service. Income tax should become progressive. Low-income families will be free from taxes. The differential tax scale would bring an additional income of 2 trillion rubles with the same tax rate.

Concerning healthcare, education and pensions, the communists say that their proposals will soon be considered by the parliament. Part of them have been realized by Education Minister, Andrey Fursenko. Passing of the state laws would mean scrapping state guarantees for education and introduction of a paid tuition system.
