Two years of the North Caucasus Federal District



The North Caucasus Federal District (NCFD) is the newest federal district in the country. It provokes great interest among politicians, experts and analysts. Less skepticism and more positive attitudes are expressed toward its activity. This is a good result for just two years. The program of social-economic policy was formed, the youth problems are understood, infrastructure was established, and dialogue between the authorities and the civil society is provided for.

Establishing of the NCFD confirms new quality of social-political relations in the North Caucasus, striving of the federal government for forming a worthy response to current ethno-political challenges. At the moment evolution of the social-political situation is taking place. It is drifting from sharp destabilization to stable development, from military measures to improving of administrative direction and social programs within projects of the competitive federalism. And the district, which relies on humanitarian approaches, is one of leading authors of the process. One more positive result is establishing of the political-managing elite in the district.

All these factors fill the list of hopes of the NCFD population, but the main priority is still security of citizens, following the constitution of Russia, providing law and order. Inter-ethnic relations mark every development directions of the district. Without satisfaction of ethnic-cultural and religious interests of the population the objectives cannot be achieved. Prospect of security guarantees is connected with this system of relations. The NCFD administration not only understands its targets, but develops adequate plans of their fulfillment.
